Bulgaria expected to change EU Commission nominee

BRUSSELS, Jan 19 (Reuters) - Bulgaria is expected on Tuesday to withdraw Foreign Minister Rumiana Jeleva as its candidate to be in the next European Commission, sources in the European Union executive and the European Parliament said.

Parliamentarians raised questions about her qualifications and business background after a hearing last week in the assembly's development committee. Withdrawing her candidacy should help the Commission win an approval vote in the parliament on Jan. 26.

Vystoupení česka z EU

"Ztratili jsme suverenitu a budeme se snažit ji znovu získat," komentoval v televizi přijetí Lisabonské smlouvy Petr Hájek z Kanceláře prezidenta republiky. Dodal, že to lze udělat "například vystoupením z Evropské unie". Takový postup by podle právníků bylo těžké dopředu popsat. Nebyl by jednoduchý, i když procesně snazší než vstup do EU.
Právníci oslovení redakcí iDNES.cz se shodují v tom, že otázka vystoupení členského státu EU by vyžadovala hlubší analýzu, jak by se v takovém případě vlastně postupovalo.

"Já jsem o této otázce nepřemýšlel, nikdo to nedělal, žádný model není, musíme vycházet pouze ze znění Lisabonské smlouvy, která ještě není v účinnosti," říká opatrně třeba Aleš Pejchal, který prezidenta Václava Klause zastupoval u Ústavního soudu v otázce Lisabonské smlouvy.

EU a krize

Tsunami, které se prohnalo přes finanční trhy, je celosvětovou pohromou. Pokud se ale s krizí vhodně vypořádáme, mohla by pozvednout vážnost Evropské unie a jejích institucí, tvrdí Wilfried Martens, předseda Evropské lidové strany a bývalý premiér Belgie.

Problém legitimity EU má dva odlišné aspekty: apatii, ústící v nízkou volební účast v evropských parlamentních volbách, a vyložený euroskepticismus. Problém volební účasti zčásti odráží frustraci ze současného stavu Unie a také dojem lidí, že hlasováním mohou tím či oním směrem vyvíjet jen malý tlak.

Na druhou stranu euroskepticismus a rýsující se hrozba antievropského populismu se přímo váží k představě, že Evropská unie není jen neschopná nabídnout řešení krize, nýbrž že ve skutečnosti tvoří součást problému. Takže ačkoliv EU představuje naši nejlepší naději na to, že dokážeme zajistit, aby byla Evropa v dnešním čím dál náročnějším prostředí mezinárodně konkurenceschopná, přičítá se jí vina za globalizaci.

Řada lidí tyto dva aspekty problému legitimity EU směšuje a domnívá se, že nízkou účast v evropských volbách lze tak nějak zlepšit tím, že se lidem bude zdůrazňovat, jak dobrá a důležitá Unie je. To však ve většině případů není možné.
